Extract from the Proceedings of the Government of Madras, Public Department,-No. 533, dated Fort St. George, 13th April 1957.

READ the following:-

From the Commissioner of Police, Madras, dated 7th February 1887, No. 16,-Reporting

on the working of section 31 of the Vagraucy Act, 1874.

Order thereon by the Government of Madras.

Ordered to be forwarded to the Government of India.

2. His Excellency the Governor in Council concurs with the Commis- sioner of Police (who is also President of the Government Workhouse Com- mittee) in thinking that section 31 of the European Vagrancy Act, 1874, works satisfactorily in this presidency,

I HAVE the honour, with reference to Order of Government dated 4th Feb- ruary 1887, No. 175 (Miscellaneous), communicating a reference made by the Government of India as to the working of section 31 of the European Vagrancy Act, 1874, to state that I am not aware of any complaints on the part of foreign Consuls, or masters or consignees of foreign vessels, as to the working of the present law.

2. I do not think that a shorter term of liability than now obtains would be effective in the public interests. If a shorter term be allowed, less care will be taken when cither making or terminating engagements which may result in the employé being thrown on public charity, or becoming a charge to the public funds.

As a matter of fact, Consuls, consignees, and private employers of labour can frequently, if it be their interest to do so, find employment for a vagrant better than the Government.
